NSSA-NSCA Response to CA AB #2571

In observance of the recently passed California Assembly Bill #2571, NSSA-NSCA must cease all advertising and marketing activities directed at individuals 17 years and younger in California. This includes ceasing to distribute Clay Target Nation magazine, Target Talk/Target Talk Lessons newsletters, CTN Extra newsletter, event promotions, and other association communications to affected members. We have purged all mailing and email lists of affected members for magazines, newsletters, and other communications. Processes are now in place to maintain compliance as affected member numbers change.

In addition to ceasing all advertising, marketing, and other communications with affected members, we have taken the following actions to ensure compliance with AB #2571 and mitigate risk to our association, our clubs, partners and affiliates:

  • Requesting that member clubs immediately cease promotions to affected NSSA-NSCA members, as well as evaluating their communications and event/product promotions to ensure they are in compliance
  • Notifying our advertisers, sponsors, and industry partners of NSSA-NSCA’s actions being taken in response to AB #2571
  • Notifying MySkeet, Score Chaser, Winscore, other third-party registration and scoring platforms, and other vendors who communicate with NSSA-NSCA members, that they must refrain from marketing events to affected NSSA and NSCA members
  • Adding exclusionary language to digital and print publications, newsletter sign-up forms, and media kits
  • Instructing staff on maintaining compliance with this law
  • Notifying NSSA-NSCA Chief Instructors of AB #2571 and requesting that they refrain from contacting and marketing to affected members.
  • Notifying NSSA-NSCA governing bodies of the law and the actions being taken

Clubs: Renew Membership, Register Shoots for 2022

It’s time for NSSA clubs to renew your membership and register shoots for 2022.

You must renew your membership before you can register shoots for 2022. By renewing your membership and registering your 2022 shoots soon, you can take advantage of two opportunities:

  • Shoots registered by December 10 will be listed in the February issue of Clay Target Nation magazine.
  • Clubs renewing by December 17 will be entered into our Club Membership Renewal Drawing.

To have your registered shoots listed in the February 2022 issue of Clay Target Nation, two steps are required by December 10:

TO RENEW YOUR MEMBERSHIP

ONLINE: Go to NSSA Club Renewal Form and enter your member club number.  You can do the entire renewal process, including payment, by following the instructions there. Update all club contact and other information, make needed corrections, and spell out the club name completely.

BY MAIL: If you prefer to renew by mail, go to the NSSA Club Renewal Form, enter your member club number , update your club information page, then print it rather than submitting online. (Right-click, then select print.) This is a fillable form, so you can complete it online before printing. Mail it with your $50 dues to Stephanie Haga, NSSA, 5931 Roft Rd., San Antonio, TX 78253.

BY PHONE: Call 1-800-877-5338 ext. 962. Please have your member club number and credit card handy. Also, review your club’s information on the NSSA Club Renewal Form and be prepared to provide any needed updates.

ADDRESS CHANGES: Regardless of how you renew, please be sure to update all your contact information to ensure prompt and accurate delivery of your important club benefits. When you click the NSSA Club Renewal Form and enter your club member number, the information on file for your club will populate the form for updating. REGISTERING 2022 SHOOTS

Download and complete the Registered Shoot Application Form and send it to your State/Provincial Association for shoot date approval. Your State/Provincial Association will forward the shoot application form to headquarters when approved. It is important for you to specify if the shoot is Notable, Zone, State (Provincial), or International.

Approved shoot applications must be received at headquarters by December 10, 2021, for your shoots to be included in the February 2022 issue of Clay Target Nation.

Updated Ammunition Policy for World Shoot

The National Shooting Complex has updated its ammunition policy for the upcoming World Skeet Championships to address availability issues:

We have been working diligently with all of our ammunition sponsors to secure as much ammunition as possible for the World Skeet Championships. Despite our efforts to ensure that we have enough ammunition on hand, we unfortunately WILL NOT have enough on site for everyone to purchase for everything they are planning to participate in. We have a great deal of ammunition on hand, but knowing the demand will be higher this year, we want to ensure there isn’t a shortage.

Based on this information, we strongly advise bringing your own ammunition, especially sub-gauge loads, to the event. Bringing your own is the only way to guarantee you will have ammunition to shoot.

This does not mean you cannot attend if you cannot bring your own ammo. Our request for participants to bring ammunition is to ensure that EVERY shooter is able to shoot EVERY event they want.

Many shooters already possess or have local access to all the ammunition they need for the World Shoot and the rest of their shooting year, and many shooters drive to the National Shooting Complex, making it easy for them to bring ammunition with them. If that applies to you, we encourage you to consider bringing yours to allow those who do not have and cannot acquire it locally, international shooters who cannot bring or ship theirs, and those for whom shipping is cost-prohibitive to purchase what they need at the event.

Sub-gauge loads are our primary concern, especially 20-gauge. As a reminder, reloads are allowed for all events.

If you must purchase ammunition at the event, please be aware that you will only be allowed to purchase enough to cover your competition events. Verification of event entry will be required to purchase ammunition. No practice ammunition will be sold at the event.

For participants flying to the World Skeet Championships, we advise shipping your ammunition. UPS guidelines for shipping can be viewed at UPS Guidelines (Scroll down for Shipping Ammunition). Ammunition should be sent to the participant’s name and reference the event. The mailing address is 5931 Roft Road, San Antonio, TX 78253.

Again, we are not requiring every shooter to bring ammunition to the National Championship. If you are one of the fortunate shooters to have adequate supplies and a means of transporting it to the NSC, we are asking you to help us ensure that EVERY shooter has access to what they need.

We understand this is an inconvenience and apologize in advance.
 

2021 Temporary Change to Defective Ammunition Rule

As many of you know, there is a temporary lack of availability of factory ammunition which is impacting the 2021 shooting year. It is often difficult for shooters and clubs to obtain reasonable factory ammunition. With that said, the Executive Committee has approved a TEMPORARY rule modification for the 2021 SHOOTING YEAR ONLY as it pertains to defective ammunition.

While the overall rule does not change, this special note has been added to III-A-12-d:
NOTE for 2021 ONLY: If factory ammunition is not readily available at the shoot location, and a shooter has had two instances of defective ammunition, the shooter may obtain a different box of reloads and then is allowed two additional instances of defective ammunition. But the shooter is capped at 4 malfunctions a round with reloads. See full rule below.

III-A-12. Defective Ammunition

    a. Defective Ammunition will be defined as:

      1) Failure to fire, provided firing pin indentation is clearly noticeable.
      2) When a target is missed in the case of an odd-sounding shell, which in the sole judgment of the field referee does not deliver the shot the distance to the target, and therefore does not give the shooter a fair opportunity to break the target. NOTE: If a target is broken with an odd-sounding shell, it shall be scored dead regardless and will not be considered defective ammo. Odd-sounding shells where the shot does travel the distance to the bird and provide the shooter a fair chance to break the target will not be considered defective ammo and the results of those shots will be scored.
      3) Brass pulling off hull between shots on doubles.
      4) Separation of brass from casing when gun is fired (usually accompanied by a whistling sound as the plastic sleeve leaves the barrel).

     
    b. Wrong sized shells or empty shells shall not be considered defective ammunition.

    c. Repeated Targets – A target shall be repeated for each allowable instance of defective ammunition.

    d. Number allowed – A shooter will be allowed only two instances of defective ammunition from the first box of shells used in that round. After two instances of defective ammunition in a round or a shoot-off round, a shooter may obtain a FACTORY box of ammunition and is then allowed two additional instances per box of FACTORY shells in that round. If shells are not changed in a round after two ammo malfunctions have been ruled, the third and all subsequent occurrences in that round will be excessive. EXCEPTION: If a shooter is provided a proof shell by the referee and defective ammunition is ruled on that proof shot, that instance will not count against the shooter as defective ammunition.
